Dr. Gerry Caplan (PhD, African Studies) is a Canadian-based public policy analyst and international coordinator of the "Remembering Rwanda" Project. He is also a public affairs commentator and author of “Rwanda: The Preventable Genocide,” the report of the International Panel of Eminent Personalities To Investigate the 1994 Rwandan Genocide, appointed by the Organization of African Unity (OAU). Gerry Caplan is also a member of the gsteering committee of the "International Network of Holocaust and Genocide Survivors and Their Friends," which was formed in November 2001 after an unprecedented meeting in Kigali of survivors and descendants of several genocides.
